The recently expanded Mexico City Policy
prohibits foreign NGOs from receiving U.S.
global health funding if they perform abortions,
counsel on or refer for abortion, or advocate for
its liberalization - outside of limited exceptions.
For the first time, the Policy applies to HIV/AIDS
funding through the President's Emergency Plan
for AIDS Relief (PEPFAR), implicating hundreds
of additional organizations.
amfAR completed a confidential online survey
targeting all PEPFAR prime partners in the
2016-2017 PEPFAR country operational plans
to understand the initial impacts of this policy
expansion. Responses were received from
286 partners operating in 45 countries.
